The premise
What is 195-0?
195-0 is a free browser strategy game about building the least qualified government imaginable and sending it out to conquer the world. Each round pairs a country with a category — Brazilian comedians, Mongolian military commanders, Icelandic poets — and puts six candidates in front of you. You pick one, give them a job, and live with it.
Five appointments later the campaign runs and you get a number out of 195. The joke is that fame is almost irrelevant: a wrestler can be a perfectly good General, and a pop star running the Treasury will end your regime by lunch. What matters is fit, and whether anyone in the room has actual authority.
The five seats
Cabinet roles and what they reward
Each seat favours different categories. These are the strongest fits according to the game's own scoring data — not guesswork, and not the figures circulating on other 195-0 sites, several of which are wrong.
| Seat | Best fit | Also strong | Avoid |
|---|---|---|---|
| President | Politicians (58) | Dictators 56 · Theists 51 | Porn Stars 12 |
| Vice President | Dictators (40) | Theists 37 · Billionaires 37 | Porn Stars 14 |
| General | Military Commanders (56) | Dictators 54 · Politicians 48 | Poets 8 |
| Propaganda Minister | Dictators (56) | TV Hosts 54 · Poets 54 | Thieves 14 |
| Treasurer | Billionaires (58) | Thieves 46 · Politicians 38 | Poets 8 |
Two of those will surprise you if you have read other guides: Dictators are the single best Propaganda Minister in the game, and Poets are tied for second there even though they are the worst possible General. See the complete weight tables →
The verdict
How scoring actually works
Your cabinet earns a campaign strength, and that number is converted into the territories you take. Seat weights are added up as they are, so the seats are not interchangeable: the gap between the best and worst pick at General is twice what it is at Vice President.
- Start at 25.
- Add each seat's raw category weight.
- Add 10 for every specialist seat filled with a category that belongs there.
- Add 8 for three or more represented nations.
- Subtract 30 if no Politician, Dictator or Military Commander is anywhere in the cabinet.
- Subtract 16 for a Poet or Porn Star as General, 14 as Treasurer.
- Add a 0–14 campaign roll.
- Convert to territories: (strength − 25) × 195 ÷ 290.
That fifth step is the whole game. A cabinet with an authority figure takes a median 95 territories; without one it drops to 63. Nothing else you do comes close.Read the full formula with worked examples →

195-0 questions
Is 195-0 free to play?
Yes. 195-0 Game runs entirely in your browser with no account, download or payment. Every mode is free.
How many people are in a 195-0 cabinet?
Five: President, Vice President, General, Propaganda Minister and Treasurer. Each appointment is permanent for that run.
How is the 195-0 score calculated?
Each seat's category weight is added up raw, plus a specialist bonus per seat filled correctly and an alliance bonus for three or more nations, minus penalties for no authority figure or a joke pick in a hard-power seat. A 0–14 campaign roll is added, and the total is converted to a nation count. Our scoring guide publishes the exact formula.
Can you actually get a perfect 195-0?
Yes, and far more often than people assume. Roughly 30% of all possible cabinets reach 195 even on the worst possible roll, provided you include an authority figure.
Where do the candidates come from?
A fixed archive of notable figures across 30 countries and 16 categories, drawn locally so a round never waits on a network request.
