The one rule
If no Politician, Dictator or Military Commander appears anywhere in your five appointments, the cabinet loses 30 campaign strength. It is a subtraction, not a multiplier, so it can be clawed back — but nothing else in the game moves the number this far in one step.

That is a 32-territory swing from one binary condition. For comparison, the country-diversity bonus is worth about 5, and a specialist bonus about 7.
The practical version: take the Politician, Dictator or Military Commander when one is offered, even into a seat that doesn't suit them. A Commander wasted at Propaganda still clears the authority check for the whole cabinet.
The ceiling
One assignment beats every other, and the thing to notice is the top of it: two Politicians. Politicians lead the President table and the Vice President table both, and nothing stops you drafting two of them from different countries — so the optimum doubles up rather than spending a seat on a category worth less there.
